Moving formatting off fee-earners is the right instinct. It lowers the cost per CV. It does not remove the queue.
An admin or resourcing team is a real improvement on consultants doing their own formatting. The hourly cost is roughly half and the output is more consistent, because the same few people produce all of it.
What it does not fix is timing. CVs land in someone's inbox and go out when that person reaches them, which is rarely when the client asked. Add holiday, sickness and Monday morning spikes and the queue becomes the thing consultants complain about.
